Jay is a resident of Cherry Hill and a lifelong resident of Camden County with a long history of dedicated service in managing public assets and leading efforts in conservation and healthy recreational activities. Jay founded the Jersey Action Riders Mountain Bike Club in 1997, an International Mountain Bicycling Association affiliated organization, which hosted weekly rides, skill clinics, trail building and offroad racing. In 1999, he became a certified National Mountain Bike Patrol instructor and co-founded the Delaware Valley Mountain Bike Patrol. The patrol provided volunteer patrol services for the Fairmount Park Commission’s Wissahickon Valley Park; a park which sees over 1 million visitors a year and was featured in the book, “Managing Better Mountain Biking” as a model trail advocacy organization. Jay served as the NJ State representative for the International Mountain Bicycling Association for 8 years; hosted five IMBA/Subaru Trail Crew Trail building Schools in South Jersey and Philadelphia; and was the first recipient of the IMBA/Fox Heroes Award for trail advocacy.

He has served as a coach for the National Interscholastic Cycling Association for the local Camden County Crew team. Jay served as the chair of the Way To Go Taskforce for Sustainable Cherry Hill and participated in the development of a Bicycle and Pedestrian Master Plan for the Township and successfully advocated for inclusion of a Complete Streets resolution.

Jay is currently a board member and chapter leader for Jersey Offroad Bicycling Association and has served as its board chair. He is a member of the Cherry Hill Environmental Board and manages its Cherry Hill Trail Crew program. He also serves on the Cherry Hill Township Board of Zoning Adjustments and the township’s Green Team supporting the township’s Sustainable NJ program.

Jay is a board member with the Friends of the Black Run Preserve and has provided leadership in the development and maintenance of the Black Run's trails in coordination with the Pinelands Commission.
