Emmy Andrews is the Executive Director of the Central Oregon Trail Alliance (COTA). In this role she manages planning and advocacy for 200 miles of proposed trails and maintenance of 600 miles of existing trails. She also manages the design and building of approximately 10 miles of new trails per year. Since becoming COTA's ED in January 2021, Emmy has grown the staff from 1 to 4 and more than doubled COTA's budget to $550,000 annually.
Emmy is active in multiple mountain bike trail advocacy and collaboration groups. She is the Treasurer of the Oregon Mountain Biking Coalition, a member of the Oregon Trails Coalition Advisory Council, and a member of the Deschutes Trails Coalition Steering Committee.
Prior to working for COTA, Emmy was a Project Manager for Tetra Tech for 15 years, primarily focusing on NEPA and related supporting studies and public involvement. She has a Masters of Science in Environmental Management from the University of San Francisco and is a registered Project Management Professional.
