Chris Linn manages the Office of Environmental Planning at the Delaware Valley Regional Planning Commission and leads
DVRPC’s Regional Trails Program – an $18 million grant and technical assistance program to plan and build the Circuit Trails,
Greater Philadelphia’s regional trail network. Chris helped create the Circuit brand and the Circuit Coalition, a group of trail
builders and champions working together to complete the Circuit. Chris was instrumental in incorporating the Circuit into
DVRPC’s long-range transportation plan, and in an action to place $15 million in Circuit trail projects on the region’s
Transportation Improvement Program (TIP). In 2014, Chris initiated DVRPC’s permanent bicycle and pedestrian counting
program, employing 16 permanent counting stations on trails across the region and making the data available through a public-
facing website.
